Механізми публічного управління у сфері громадського здоров’я

Abstract

У дисертації висвітлено теоретичні засади публічного управління у сфері громадського здоров’я. На основі аналізу опрацьованих наукових джерел було сформульовано авторське визначення поняття «механізм публічного управління у сфері громадського здоров’я» – динамічний алгоритм взаємодії держави, інститутів громадянського суспільства та приватного сектору, спрямований на моніторинг та аналіз стану здоров’я нації, мінімізацію біологічних, екологічних і соціальних ризиків, а також на забезпечення резильєнтності національної системи охорони здоров’я з метою превентивного впливу на детермінанти здоров’я населення. Зазначено, що кардинальні зміни в управлінні сферою громадського здоров’я дають змогу ефективно впливати на ключові показники здоров’я, чітке визначення пріоритетів.

The dissertation examines the theoretical foundations of public administration in the field of public health. Based on an analysis of scientific sources, the author's definition of the concept of a «mechanism of public administration in the field of public health» has been formulated as a dynamic algorithm of interaction among the state, civil society institutions, and the private sector, aimed at monitoring and analyzing the health status of the nation, minimizing biological, environmental, and social risks, as well as ensuring the resilience of the national healthcare system in order to exert a preventive influence on the determinants of population health. It is noted that fundamental changes in public health governance make it possible to effectively influence key health indicators and clearly define priorities.
