Удосконалення механізму подолання соціально-економічної диференціації регіонального розвитку

Abstract

У статті уточнюється поняття «диференціація» та наведено фактори, що можуть на її впливати. Авторами, на основі індексного підходу, було проведено розрахунки по регіонам України за 2017 рік. Визначена необхідна кількість важливих для аналізу індексів, які згруповано в три групи: бюджетна, соціально-економічна та демографічна. Для порівняння та співвідношення індексів, розраховано інтегральний показник. Також запропоновано рекомендації, щодо удосконалення оцінки соціально-економічного розвитку. Оригінальність та практична значимість дослідження полягає у тому, що використання індексного підходу дає можливість отримати достовірну інформацію про розвиток регіонів, оскільки для його розрахунку використовується статистична інформація. Удосконалення механізму подолання соціально-економічної диференціації регіонального розвитку має на меті визначення найбільших диспропорцій, що потребують першочергової уваги та застосування підходів, що були ефективними у подоланні деяких аспектів регіональної диференціації. Використаний підхід та отримані результати в подальшому допоможуть у розробці комплексних заходів для стабілізування соціально-економічної ситуації та представленні шляхів їх ефективної реалізації.

The unequal socio-economic development of the regions of Ukraine shows significant differences between regions and points at significant risk for the state development. Regional instability, political tension, problems of economic disproportion, intensify regional differentiation. That is why, it is necessary to determine regional development strategies and to take into account all factors that can influence socio-economic differentiation of the regions development. The aim of the paper is to substantiate the importance to improve the mechanism for overcoming the socio-economic differentiation of regional development. The subject of the paper is the process of social and economic development of the regions of Ukraine. Methods of research - theoretical generalization and system analysis. The aggravation of the differentiation of the social and economic development of the regions is one of the most important problems of the formation of a market economy. The issue improving the existing mechanisms for overcoming it arises. The article clarifies the term of "differentiation" and gives factors that can influence it. The authors used the index approach and carried out calculations for the regions of Ukraine for 2017. The necessary number of important indexes for analysis were determined and divided into three groups: budgetary, socio-economic and demographic. The integral indicator was calculated to compare and correlate the indexes. Recommendations for improvement of socio-economic development assessment were proposed. The originality and practical significance of the paper consists in application of index approach and opportunity to obtain reliable information about regional development, since statistical information has been used for its calculation. Improving of the mechanism for overcoming the social and economic differentiation of regional development involves identifying the biggest disparities that requires priority attention and application of approaches that were effective in overcoming some aspects of regional differentiation. The approach and the results will help to develop the complex of measures to stabilize the socio-economic situation and to present ways for their effective implementation.
