State regulation of culture development in Ukraine

Abstract

The authors highlight the problems related to the state regulation of the sphere of culture. The peculiarities of the nature of the culture sphere are revealed in order to set realistic purposes of its state regulation, the conceptual and technological aspects for the optimization of the regulation of the culture sphere, the functioning mechanisms of socially organized systems are studied. Issues of combining strategic analysis and operational management to solve extraordinary problems arising in the field of culture are considered. The organizational and economic aspects of the state regulation of the sphere of culture are revealed, special attention is paid to determining its effectiveness. Practical recommendations for improving state regulation of the culture sphere at the regional level are substantiated and presented. For students of higher education, doctoral students, teachers of higher education institutions, scientists, and all those who are interested in the problems of state administration in the field of culture.

Автори висвітлюють проблеми державного регулювання сфери культури. Розкриваються особливості природи сфери культури для постановки реалістичних цілей її державного регулювання, концептуально-технологічні аспекти оптимізації регулювання сфери культури, досліджуються механізми функціонування соціально організованих систем. Розглядаються питання поєднання стратегічного аналізу та оперативного менеджменту для вирішення неординарних проблем, що виникають у сфері культури. Розкрито організаційно-економічні аспекти державного регулювання сфери культури, особливу увагу приділено визначенню його ефективності. Обґрунтовано та представлено практичні рекомендації щодо вдосконалення державного регулювання сфери культури на регіональному рівні. Для здобувачів вищої освіти, докторантів, викладачів вищих навчальних закладів, науковців, усіх, хто цікавиться проблемами державного управління у сфері культури.
